The primary objective of the MPF system is to provide a basic retirement benefit for all workers in Hong Kong. Under the current voluntary retirement system ORSO (the Occupational Retirement Schemes Ordinance), only 1/3 of employees have coverage. Faced with an aging population, the Government believed that universal retirement benefits should be provided.
